Mew on x and y?

Flows of traffic have been dedicated to asking about certain legendaries. Here's what I know.......

1) the ruby legendaries are not available unless though transfer

2) mew isn't on the gts at all

Those two things conclude to me that perhaps the mew shall be an event pokemon and you will need the rumored ruby sequel/remake to get ruby legendaries
